I wish I had seen this earlier. IF you had bought the board in August, that might have happened to you, but they haven't acted that way because of memory voltage issues for a long time. It would be unlikely that you got one with F1 bios, and of course now you know it is something else.
I would suspect a power connection is bad somewhere. Is that a modular power supply? Check the connections on both ends of the 24 pin mainboard connector and the Atx12v 4pin. Make sure they are snapped all the way in.
I would also suggest getting a jumper and clearing cmos and trying again. There is no need to do any of the removing the battery and shorting the connections on this board. The cmos jumper works fine.
Then I'd disconnect everything except one stick of ram and the video and try to see it if will post. No disks or opticals or anything. Just memory and video.
