FX4100 issue

So I bought a FX-4100 processor a little while ago, and it seems to be underclocking itself (usually as low as 1.4GHz), the issue is that it does so even while I have games open, this usually drops my FPS under 10, which is frustrating since I know the processor can handle it, it simply doesn't (When not underclocked I usually get 50-60 FPS). Would anyone know the reason or a way to fix this?
Doesn't seems to be the temperature as they never seems to get well above 35 degrees.

Try turning off "Application Power Management" or "Apm Master Mode" in the bios. Thats what I had to do when I got mine.

Witch motherboard do you have? Do you have cool and quiet , c1e and c6 disabled and hpc mode enabled?
