I'm planning to down grade to a 7850 (currently have a 7870 at 1.1Ghz).

I have 16GB of system RAM right now, will the performance drop significantly if I run out of memory on my video card?

Well, nothing you mentionned has anything to do with "out of video memory" I guess...

How much RAM has the 7850 and 7870?

If they have same amount, then it will remain the same.

When your system runs out of VRAM to use, you experience massive slowdowns and sometimes even CTDs. In this day and age, 2GB is really the minimal you should consider. My biggest issue @ the moment is my 1.28GB of VRAM. I cannot run AA in most games, and I sometimes CTD in games like Skyrim and Fallout: New Vegas.

You are asking an extremely complicated question, that the majority of members on this website could not answer you correctly. You would have to talk specifically to the manufacturers of your video card GPU and their drivers on how they execute garbage collection and memory management.

When it is not handled, your FPS immediately tanks to next to 0 FPS and then back to whatever you need. Often times "stuttering" when spinning now a days triggers something similar.

When it is handled, the game simply does not load everything into memory. If the game physically needs more, exceptions are made, and if not handled game will simply crash to desktop, or driver itself will crash. AMD is particularly notorious for this.

Yes, your performance will most likely tank when you run out of VRAM, but this has absolutely nothing to do with system RAM.

In an ideal world, the GPU will swap data out to system memory at a significant performance penalty. That's the best outcome you can hope for. If the game is not designed to handle this correctly, you will crash to desktop.

Or drivers not catching it either...

What constitutes a video card running out of memory, now a days, is basically drivers precaching assets and textures. While some games have the physical ability to store large amounts of data in VRAM, not all of it is always essential, i.e. can't play this game without this much memory etc. Past AA and textures, the majority of VRAM is data you will be rendering soon.

I can run Windows 7 on 1GB of DDR3 (minimum recommended) or 32GB like I actually am. Windows 7 still runs on both. Obviously though, like an operating system, the transition between tasks is that much easier when memory constraints are not in place. Does that make sense?
