administrator user folder ?

So I just reinstalled windows 7 home premium, and noticed a user folder called "administrator" with the folders windows\internetexplorer with nothing in them. Before I reinstalled it wasnt there, there was only "my username", "default", and "public" folders in the users folder. should i leave it or is it safe to delete? if a program needs to save something there, it will recreate the folder, correct? Im ocd about some things and i like to have my pc neat and organized. thanks.

thank you. im gonna assume it will recreate itself if something needs to save there, since its safe to delete.
