Why is my VID fluctuating during load?

I cant get the right offset because my VID is fluctuating from 1.286 to 1.291. I dont know which one to use to set my offset. Which one am I suppose to use?

Are you currently using LLC aka Load Line Calibration? As that usually will stabilize the voltage. But does it stay on 1.286 or 1.291 more??

My LLC is ultra high or 75%. And when im running prime it will go from 1.291 to 1.286 on different tests.

Just pick one., If you want to be safe use the lower one, but it doesn't really matter that much unless you are really within 0.005V of being unstable.

Just start out from the higher vcore option and work down a bit, or start out from the lower and work up if you are not stable.. I would take max, but you might be able to run on a little less vcore

So what would you do? Would you run the lower VID or the higher VID?

Just use the lower - but it is very unlikely that the first offset you put in is going to be exactly right anyway so you'll have to go back into the BIOS and tweak it to get it right, which is why I say it doesn't really matter. The variations in the voltage regulation system and the effect of LLC means that simply subtracting the desired load voltage from the VID is almost never exactly correct.
