This also may be true. It could be that the surfaces of your HSF and IHS are either concave or convex. That is a little harder to fix. What intel would've done would be put enough thermal grease on so it wouldn't have mattered. But for you, applying a real thin layer, you may have to "lap" your HSF or IHS or both!

Is that as thin as you can get it? Looks a little uneven to me in spots. Run the razor blade down the whole face of it at a slight angle and press down on it enough to take the top layer off. If you take to much off then just spread whats left over it.
You're doing good though, keep up the good work!
Edit: And when I say a slight angle, I mean like 15 degrees between the blade and the IHS.
