Also, just because cpu is not at 100% does not mean gpu is not beeing bottlenecked, because game might not use all cpu cores fully.
But if gpu usage drops below 99% its pretty good indication its beeing bottlenecked

One of the reviews for the 8350 posted earlier shows that a 3770K gives twice the frames even at stock with a 690. If that review is to be trusted, then it needs to be disproven first.
