I run 1.36 on hyper 212 and never reach 70c during normal use right now. Maybe in summer I would hit that temp. 1.4v I hit 70 easily but still stays under 75c for 4.8 oc.

not yet, see how high you can go without delidding first, then after your temps/voltage is max'd stable, decide...

I'd test further, considering you can add another +0.15v-+0.2v without any short term temp issues
