Question about buying Steam game keys from other websites

I'm way behind it seems, but I just noticed that I can buy Steam games for $ instead of € which can make a game a lot cheaper.
For example there's 50% off on Football Manager 2013 on Steam atm, so it costs €25. But I can buy it for $20 here http://www.greenmangaming.com/s/se/en/pc/games/sports/football-manager-2013/
Which makes the game almost half the price of that on Steam.

But my question is, are there any regional restrictions? Will I be able to add the game to my Steam regardless of what country I'm from?

Should be fine, although *some* games require localised registration. However, many key sites offer VPN services to enable you to do this.

I personally use for the cheapest Steam games: http://www.kinguin.net/

Should be fine seeing as you are in sweden, I bought FM 2013 a while back and the site where I bought it from says the game can't be activated in Germany, Japan, Taiwan, Hong Kong, South Korea, North Korea and China.
