Best sub $40(shipped) air cooler?

Looking to get a mild (4.2-4.5Ghz) OC on a new 3770K I picked up for my home media streaming server. Nothing crazy. What's the best air cooler I can get on the cheap that will suffice?

Thanks! Is it worth it to buy another fan to run push/pull or would that really only make a difference if I was going for a high OC?

I used one of my case fans for a push/pull on that cooler. Works like a charm. Made a few degrees difference, although it isn't the greatest fan ever...

worth the extra fan, and definitely the evo is the best.

This is what I was thinking, why on earth is there an i7 for a home streaming server, and why is it being overclocked? And why is heat even an issue?

Because I stream video files to 5+ clients (sometimes all at once) so we're talking transcoding 5+ video files simultaneously.

This sever will also be hosting 8-10 VM's which is why the 8 cores (with HT) will be necessary. I didn't think that was worth mentioning since it has nothing to do with why I'm going to be OCing the CPU.
