Safe mode with command promt

Hi guys, i am having some issues Im hoping you can help me with.

I am trying to fix a computer my mother got from the school where she works

It has a password on the windows login and I need to change it and was trying to do so via command line. However everytime I opt to boot the pc in safe mode with command prompt it does all the sys32 loading and takes me straight to the windows login with no command prompt and doesnt let me do anything else.

Am i doing something wrong here or is there a setting I can change in the BIOS to be able to fix this problem?
