Trying for ultra low latency on 1600MHz @ 1.5v

If i bought this memory and i under-clocked it to 1600MHz, would i be able to tighten the timings to...say...a CL5 rating? 5-6-5-16?

There's no telling how well the timings could be reduced. Every memory chip is different as far as overclocking and lowering timings go. Being a 2133 stick, you'll most likely have better results than you typical 1600 mhz stick, but that's about all I could tell you, unless someone who owns them wants to chime in on how well their particular sticks clock.
