looking at the chart it is clear that the speeds are the max download speed you get with the Netflix server from any country.
usa get better speed than the rest because the servers there are better. the infrastructure in sweden is much better than usa yet they get less speed. 100mbit+ are totally normal in sweden yet it only says 3mbit for that country.

here is a list that support what i said.
sweden is in 15th place with an average of 27.74mbps while united states is in 34th with 16mbps

if you click on the countries you can see that some areas in sweden have 114mbit while usa only have 25mbps

This list means nothing. Netflix streaming to someone with 50Mbps down will not look any better than streaming to someone with 10Mbps down. Another thing to note is that most home users don't come close to saturating their available down bandwidth. Anyone here who is paying for internet packages above 15Mbps down and just playing games is wasting their money.
