i don't understand what you're asking. the 3930k is a different chip than a 2600k, so yes it 'operates differently.'
both the 2600k and 3930k use intel's turbo boost 2.0 technology, the ability for the chip to reach its' max frequency is dependent on motherboard, psu, ability to cool the cpu etc.; many different variables.

130w cpus do get hot, consider a high performance thermal interface material or liquid cooling.

So let me start by saying my knowledge is as follows,

2600k sandy bridge architecture

Taken from a tech website:(physically seen this on my 2600k)
"On Sandy Bridge processors, Turbo can provide a 400Mhz speed boost in single-threaded workloads, 300Mhz in dual-threaded workloads, 200Mhz in triple-threaded workloads, and 100Mhz in applications that utilize four threads or more."

How does the 3930k handle turbo boost stock? I cant believe the same architecture boosts all cores to 3.8ghz stock when the CPU load is maxed on all cores(distributed computing same thing I was doing on my 2600k)... overclocking or forcing in bios sure I've seen the option.

Right, I've seen it too. However, disabling turbo boost instead of fixing or finding out why(bios setting) its running the way it is doesn't resolve the issue... appreciate the help though(non sarcastic).

it appears to be a bug with your motherboard. try updating the bios, or just overclock the chip as it was meant to be.

ok so loaded safe defaults, and now its behaving normally... I'm just going to have to mess around, I think it might be when I load the XMP profile for ram it gets wonky. I'll have to investigate after work. Thanks again for the help.

Why do you think that there is something wrong? No-one has the logic posted anywhere to say that this chip behaves this way....that chip behaves that way. This is how your chip behaves. If you don't want it to ramp up to 3.8 then that is what disabling Turbo does for you in the BIOS. You are not working around an issue, there is no issue to work around, because this is how SB-e behaves. You cannot compare a SB chip rated at 95w on a different motherboard/chipset/driver, from a 130w SB-e chip on this motherboard/chipset/driver. Apples and oranges.

The only "logic" that we have for this tech is below...it is not static, it is dynamic.

I'm kind of new to this myself, but, in the brief bit of playing around I did with my 3930k, I found that all cores were active all the time. It didn't matter if I had it stock, or had it clocked to 4.8Ghz. At stock idle, CPU-Z showed it sitting at 3.2Ghz around 45C with slight speed fluttering when I moved the mouse, but never dropping below 3.2Ghz and always using all cores. OC'd and under load it hit 88-91C across all cores (moving to custom loop now instead of my Corsair 60). Not sure if this is the 'unlocked' feature of the 3930k, but I observed that all cores moved to the intended clock speed, not scaling per core. I don't think this CPU was ever designed for the power concious consumer. I do believe that there are options to disable that though in the bios, but don't ask me where since I'm not in front of my machine for another 7 days.

So I got it figured out just to close the loop for anyone else in the future. There is a bug/unintended situation that occurs.

Load safe system setting in bios and everything will operate normally including turbo mode.

Set the XMP mode and the system will default to Turbo mode [auto] which apparently is not stock settings but uses the manual setting of "[By ALL Cores (Can Adjust in OS)] All numbers of active cores will be set to one single Turbo ratio in OS"

So I went in and set Turbo Ratio[By Per Core (Cannot Adjust in OS)] All numbers of active cores can be set to an individual Turbo ratio in BIOS.]
which then gave me options for multipliers for each core active, I left those on Auto and the system now properly utilizes the Intel spec Turbo boost

What a pain in the butt. Also my cpu voltage is significantly down now aswell as my temps. Thanks for the assistance guys. Looks like I will have to report this to ASUS as a bug. I may eventually Overclock but I just wanted to start from the beginning you know!

Turbo ratio settings in bios:

Turbo Ratio [Auto]
Allows you to manually adjust the Trubo CPU ratio.
[Auto] All Turbo ratio are set by Intel CPU default settings
[By ALL Cores (Can Adjust in OS)] All numbers of active cores will be set to one single Turbo ratio in OS
[By Per Core (Cannot Adjust in OS)] All numbers of active cores can be set to an individual Turbo ratio in BIOS.
