CPU Fan Too Loud. Even the Second Fan Is Too Loud!

I have a Core i3 Desktop PC. Recently, I noticed that the CPU fan is too loud. I replaced it with a new one. The new fan is also loud. But, the new one goes to full speed and scream loudly at boot and then settles. There's no over heating issues and the CPU seems to be fine. Im using an H61MX Foxconn motherboard. Is it a problem with the board? Do I have to replace it? Any software to test the board for defects?

The fans go to 100% at boot because... All others do. Its a thing all motherboards do, some go on for longer, some quicker. Download HWMonitor or SpeedFan and have a look at the RPM of the fan? Is it at full? Maybe set a fan curve so you sacrifice temps for quietness, all up to you...

What kind of cooler and fan? You should be able to control the fan speed, either with a software tool like Pedro mentioned or in the BIOS. Most boards now offer a temperature controllable CPU fan header to plug the fan into.

My CPU fan is usually around 700 to 800 RPM. Is the fan just winding up at boot or does it stay at a high RPM with normal usage?

I think it go beyond that in the boot. But then settles down to 2,000. Thats the RPM i have in normal use even without doing anything in the machine.

Is this just the CPU fan acting strange? You could switch to a different fan header and set it to a constant speed if you are not overclocking. Just run some stress tests to make sure whatever speed you are running it at can keep the CPU cool under load.

Yes... only the CPU fan... The system fan is silent and the new PSU is extremely silent. I don't think there's a different header. I ran some stress tests... The CPU never went to 60C... All below 60!

Change the fan out? to a quieter, more efficient fan?

2000 sounds awfully loud. Here i am with 800 RPM and i think i could go quieter... haha
