Max Payne 3 problem

hello everyone i'm new in these forums and it looks good and better than many others i was working in.
first i've got a problem and i wounder if someone could be able to help me solve it
problem is i installed max payne 3 and its working fine but its not in english i've tried so hard to change it but i just couldn't
i searched many forums i tried google youtube etc... but nothing helped all i got is there are two things to do to fix this problem
one is to create a file named commoandline.txt in MP3 folder and write 'language english' in it. And the other is to go to steam libary ... and right mouse click on MP3 and then to set launsh option...
what freaked me out is everyone fixed his problem with these ones or atleast one worked but none of them worked with me.
i wounder if someone has any other resolution than these two.
everything in the game is in french and i don't speak frensh help me out here please. Thanks!

well i believe you can go to the game install file.
look for configuration.ini or config.ini
rick click and open
from there scroll down until you find
language and set it to

language=english

should work , below is an example i dont have max payne or else i would show you on that

i couldn't find the configuration.ini or config.ini

how about a config folder with the engine.ini file like in the picture

yes theres a folder called config but no engine.ini file! it has three files called:
1 dlc_pre-order_curves.dat
2 dlc_pre-order_game.dat
3 dlc_pre-order_sounds.dat

hey hello hi....
i have purchased "max payne 3" and installed it on my lappy. but the game dint work. i connected internet to the laptop & tried to open the playmaxpayne3.exe file. immediately i got a dialog box saying that "no .exe file is found''. after few minutes i recieved a call from a number 543216566... some number i dint picked up the phone. i have searched on internet about that number, i found that its a UPC number given to the product or an item. am worried that y did i get a call from that number???. if u know anything about this stuff pls do reply. i purchased that DVD in hyderabad city for low cost. dont know whether they sell the products legally or illegally.do i have any problems now with the UPC number???
