Massive fps drop after 5 mins of playing GT 540M

Acer Aspire 5755G
Specs : i3 @ 2.2GHz 3mb
GT 540m 1gb
3GB DDR3 RAM
500gb HDD etc..

After trying to solve this "inconsistent fps" problem by so many means, I reached the conclusion, that the GPU temp never exceeds 75-76 degrees, and when it does - the so called throttling begins. Frames drop outrageously and are hugely unstable , and I only play Counter Strike 1.6 and Dota 1 !

I've tried overclocking - it shifts down the clocks as soon as it reaches the notorious temps, downclocking - it reaches those temps whatsoever, just a tad slower.

Everything in my system is in " PERFORMANCE ", been tweaking the system for ever.
GPU fan works always in 100%
CPU doesn't seem to throttle
ThrottleStop doesn't seem to help, it just reaches 75 and makes a ****ty world for me.
TThrottle doesn't work either for me.

MSI afterburner, HWINFO, NV inspector ( optimus ) , been dabbling with all of them with no result.

How the hell do I remove that stupid temperature cap !?
Any suggestions will be of great importance to me..

My sister's laptop has 540M and doesn't has this problem. Usually temps go mid 80's when She plays some games like Sims 3, TR Underworld, etc...

Maybe some ACER application or bios temp control?

No idea.
It runs without flaw for the first several minutes until it reaches 75-76-77 and then it becomes a dick. And it doesn't go over 77-78. Ever. The FPS at those temps is all over the place - 10-50-60-40-100-70-30-100 etc..
How do I go to BIOS temp control ?
