I have a couple of the non-led 12cm 1200 rpm fans, they are pretty darn quiet and push a decent amount of air. For a comparison one of the cougar fans cools as well as the stock thermalright fan running @ 1500 rpm while being a tad quieter. Not many decent reviews on them but they're pretty nice fans. Good quality, semi-sleeved cable, quiet, decent air flow. Their pwm controlled brothers seem to have whining issues when you drop them from max rpm.
It seems like COUGAR CF-V12HP is the one to go with. COUGAR Dual-X blades 12CM is a tad bit quieter but less air flow at higher RPM. I think the LED's is making the price that much higher.
I have them and they seem to do a very good job, and I can't hear them. I am unsure if there are better brands for the money, as I am no fan guru... all I know is I like the ones I have

I have (and am) using quite a few of the Cougar fans and like them very much. As far as them being worth the asking price. Fans are a great example of 'you get what you pay for'
The Vortex Hydro-Dynamic-Bearing (Fluid) are very good. quiet and smooth with a long bearing life. If you are planning to use them for liquid cooling they have a pretty good static pressure rating of 2.2 mm H²O. I used them for a while in my Cosmos 2 rads
and they look good I thought. I did replace them with CM Excalibur's for their static pressure of almost 4mm H²O
I think they look great
I am currently using them as case fans and even at highest RPM they remain very quiet if that is a requisite for you.
In short, and in my opinion , they are well worth the $16-20 premium.
