Did my CPU sustain damage during pump failure?

Thread Starter
So, my new H220 died on me last Thursday. I came home from work and got a boot failure. A subsequent reboot hung for quite a while on the Windows screen. I rebooted again, went into BIOS and discovered no RPM on the CPU fan. A quick check of the pump showed no activity. Swiftech RMA'ed my old unit and sent me a new one, which arrived Friday.

After setting everything up, I redid my overclock. I had been stable at 4.5ghz, 1.28 VCore. However, now I'm getting P95 app crashes or blue screens at the same settings. I've gone up to 1.30 VCore, but still crashed out of P95.

What's more, both CPU-Z and Hardware Monitor show my VCore in the 1.22-1.24 range, even when it's set to 1.30 in BIOS.

It it possible/probable that my CPU was damaged during the pump failure?

No, the failure was during boot up. I suppose it's possible it had actually failed the night before, but I don't recall seeing anything unusual in the temps when I shut it down Wednesday night.

Possible? Of course. Probable, no not really.
