Could this be the problem?

They should all show the same speed in cpu-z, are you looking at the memory tab, or the SPD tab? The memory tab shows the current memory speed.
For voltage 1 kit is 1.35V, the other is 1.5V, so the dram voltage should be at 1.5 for all, to match the higher kit.

I was looking at the SPD tab to see the individual ram settings, I am now looking at the memory tab and it say 670.2mhz under the timing's tab.

The ram voltage is 1.5 also

I have given up trying to get the xmp profile to stick or getting it to stay at 1600mhz at 1.5 v. I am leaving it all auto. Thanks for the help though i think these ram modules dont wanna be put together. Maybe upgrade somtime but im sure 1333mhz to 1600mhz will be a small difference.
Is there any brand ram people recommend as i thought mushkin was good.

hi, had this same issue with my corsair vengeance 4x4 gb kit rated at 1600mhz. i got a new board, gigabyte 990fx-ud5, and it was doing this exact thing to me. every restart would go to 1333. After some online work and some help here i got it to stay at 1600mhz by manually doing the timings and voltage. the weird thing is when i would try and set it to 1600, it would adjust all the timings and such automatically, and the setting that i manually entered were exactly the same as what it was auto setting, also had to set voltage to 1.55v i believe, either that or 1.6.

I have tried manually changing the frequency and voltage but it always changes back. also i cant enable the xmp profile unless i use OC genie which i will not use. The timings all look right its very strange.
Anyone know how much performance increase i could get using programs like Maya, Nuke and Photoshop with 1600mhz rather than 1333mhz.
