APU+Discrete card causing CPU to bottle neck?

So iam using Kombuster to look at my Dualgraphics/Crossfire usage and when iam in Dual Graphics/Crossfire mode my CPU is at 100%! playing Sleeping Dogs.

BUT

when I disable Crossfire/Dual Graphics and just use a single graphics card either my 6550D intergrated or my 6670 discrete and my FPS is wayyyy better then in dual graphics mode, and ALSO my CPU is cruising at like 20% and my GPU is rolling at 100% so iam guessing its the opposite effect here... now my single GPU is bottle necking my CPU.

Is there a way to balance this? is this some driver bug or something?
because right now.. it looks like
Either i do

(A) dual graphics, and my both my graphics roll at 30%-60% and my CPU is at 100%
OR
(B) single graphics at 100% and my CPU is at like 30%

but setup A i see extreme low FPS.. Iam guessing because my CPU is too busy feeding both graphics cards?

Iam running A8-3870k at completely stock settings
both graphics cards are at complete stock settings
When 2 videocards come together it becomes 6690D2

what is crazy is that this is recommended from AMD to pair it like this with THIS DISCRETE and Integrated setup.. i don't understand why the dual graphics would be bottlenecking the CPU if this was the recommended setup.

Try updating the drivers, anyway you haven't mentioned your R.A.M and at what resolution you are trying to run the game.

my ram is PC3-1866 but iam running it at 1600 at its default motherboard settings. 1600 is default motherboard settings as well. I wish i knew.. so i could have ordered 1600 ram instead of 1866 but its too late now.

I have 8 Gigs of ram

I am running at all resolutions and the same is happening.

ahh fixed! i didn't realize that the CPU throttled even tho i had the setting turned off.

I just turned my fans all the way up and for some reason it perfects WAY BETTER! my CPU is still the bottle neck of my GPU, but atleast both are running at 100% right now, everything is all good!!!
