I need an open source netlimiter app to limit my bandwidth

I'm having problems with a program that I dont know which is it that is uploading information and lags my connection. I scanned my C drive with antivirus an nothing happen.

I need a APP open source cuz netlimiter is paid app. Can you recommend me some app. So I can monitor the bandwidth of my network? Cuz this leaks is a crap while I play so I need to fix or control it.

Some APP open source that could help me to monitor the bandwidth that I'm consuming with my windows APPS? like what netlimiter does...?

What OS are you running? If it's Windows you can open a command prompt (as Administrator) and type NETSTAT -B

it will show you all of your open connections, along with the executable that is responsible for the connection. Windows 8 has some extensive network diagnostics built-in to it also, that you can get to directly from Task Manager by clicking Open Resource Monitor and then look under the Network tab. Shows all processes and the amount of traffic in/out for each one. There might be something similar in Windows 7.
