Did my power supply just burn out?

My computer just abruptly shut off after hearing a loud bang. Then I started to smell smoke. I hurried and opened my case to see nothing burned, but smelled a strong sensation of something being burned. As of right now, I'm touching my power supply and its really hot, and the smell seems to be coming from it too.

My CPU and GPU temps are really stable. I think the general cause was that I OC'ed my CPU to 1.6v for 4.0ghz. It was running fine for 2 weeks, then it shut off today.

Specs are
amd phenom ii x4 840 OC'ed to 4.0ghz, with max temps of 40c.
Ati His HD 6870 turbo stock clocks, with max temps of 75c.
700w Zion power supply.

So is it my power supply that burned out? Because the PC won't even turn on right now....

If you are lucky it's just your psu, I would replace it with a good quality one and press the button praying that my old one hasn't killed anything else.

Hopefully... Even after posting this, the power supply is still hot, even though its right front of my window.

So any suggestions on a quality power supply that can provide 700w? But my budget is $70.

You don't need anywhere near 700w for that system. I run 2 GTX580's and an i7 all highly overclocked on a corsair 750w.

I was planning to add a second 6870... So what power supply would you recommend then?

Zion brand? I'd bet on it, but motherboards can also go bang when a capacitor (small cylinder, probably silver colored) or MOSFET blows. Look around the CPU socket, but it may be hard to see anything if there are heatsinks there. Some motherboards are prone to blowing out parts there, even when not overclocked.

I would NOT plug in that power supply because it may electrically shock you if you do.
