Will a PCIE 2.0 Mother Board with a PCIE 3.0 Graphics card work?

yes all pci-e interfaces are back wards compatible. A pcie 3.0 card will work with pci-e 1.0, 2.0 and 3.0

Almost all PCIe are upwards, downwards, forward, and backward compatible. The one exception I can think of is probably old VIA PCIe 1.x controllers which did not support PCIe 2.0.

Doubtful since PCIe bandwidth is generally more than enough for a few years.
