Mobo cpu fan spins for a bit and then stops

Hello all. I've got an issue with a new build and hoping maybe someone has an idea as to what to try next. When powering up the cpu fan and the fans plugged into sysfan headers 1 & 2 spin briefly, stop, and then attempt to start again. This sequence repeats over and over. Sysfan 3 comes on and stays on. I've cleared the CMOS, pulled and re-installed the battery, and disconnected everything except the cpu and memory. Got the monitor plugged into the DVI output from the mobo. System specs:

Gigabyte G1 M3 mobo
Intel i5 2500k
Samsung DDR3 1600 low voltage memory (8 GB, 2x4)

The cpu fan and other fans spin, then stop?

Go into the bios and look for a temperature control or fan control type setting.

This may not exist if it doesn't then call gigabyte and they may want to RMA.

If you do this try not to leave the computer running for too long as you don't have a fan running for the cpu and it will cause it to overheat..

Unfortunately I don't even get as far as the BIOS. The box didn't have a speaker so I pulled one out of another box and hooked it up. When powering up, all the fans start and then the CPU and sysfans 1 and 2 stop. At the same time, I get a constant series of beeps from the speaker. In an AWARD bios this indicates initialization failure with the DRAM. Not sure which bios the G1 M3 has so don't know if memory is the problem or something else. I do know that there have been a few compatability issues with the Samsung low voltage (1.35V) RAM and some mobos. Anyway, if anyone has a clue as to what the long series of beeps means in this board's bios I would much appreciate any info. Thanks in advance.
