Try reseating your graphics card on pci.
Reseat graphics 6pin power.

If that doesn't fix it,
Update drivers, or uninstall then reinstall
Check for windows updates (may have a graphics/monitor driver)

If that doesn't fix it,
Try another browser, (Firefox/ IE10)
Get adobe flash/microsoft silverlight.

If that doesn't fix it,
You could have a bad motherboard pci slot
You could have a bad videocard

Does it do this in games? Or only in browsers?
Does the problem persist on restart? Does it happen suddenly? Or is there a trigger?

What is your system specs?

It only does it with flash type stuff such as flash chatrooms and youtube. It only does it temporarily, when I move it or scroll up and down it instantly fixes it. I just find it odd it does it every so often. It does not do this in video games at all.
