The card speeds all look normal. You can slide the power slider (Power Targer/Power Limit) over to the max if you want, might get you a little more speed. But it doesn't look like anything is wrong with the card clock speeds or boost speeds.

Thanks. Do I have to start PResicion on start-up to have the power settings saved and working?

No, as long as you make your settings and then hit the "apply at startup" button it'll apply the settings even if Precision/Afterburner aren't running. It makes the changes at the driver level.
