Plus the single thread advantage a i3 has does not make up for the lack of multi thread that the A8 and A10 give you. OP said he will not be gaming, a APU will give him more CPU power then he will know what to do with. But what he will have is decent video drivers, and a decent GPU to offload things onto. The web is getting more GPU dependent every day, so that GPU will do more then you think. Just make sure you get a SSD for your OS if you can.

A APU is what OP needs, and I highly recommend you wait for richland chip to come out. Should see them in the next month or two. A Intel build just doesn't make since and will not perform better then the APU would overall. Your lying to yourself if you think it does.

The pc is for a co worker of my dads, her pc is some HP and the CPU isn't upgradeable and has 4gb ram on fresh install is super slow, takes a few minutes to open stuff in Word 2010
So we are building her an new pc and my dad starts his new job there and needs a pc built, he recently switched jobs even though we just built his old boss a 1400$ Powerhouse!

CPU power is really quite unnecessary. If I can browse well with a dual core previous-gen Athlon II processor or even a much lower performance (theoretically) nVidia Tegra 3, any CPU prowess an Intel processor might have over an AMD one at the same price at the expense of graphics horsepower is not worth it because there is no gain to be had from the CPU. There is gain to be had from the GPU because GPU acceleration in websites is becoming so common.

I put together an office computer with an FX 6300, Gigabyte 970a-D3, SSD, and 5450. It's honestly a fantastic little machine. I paid around $550 for it without the monitor.
