what it would take to make linux viable, is a concerted design team with a singular focus to fix the applications and ui incosistencys etc.

I agree with this. Linux has never really been "finished".
Contrary to popular opinion, I think Gnome 3 is the best desktop environment on free systems. Here's why: it is trying for consistency across apps and spending time doing things like making the font layout more consistent etc. That is what Linux desktop needs to be a real contender, free or not.
Example: open Firefox on a Linux desktop, now move the window to where you like it on your screen, now close and re-open Firefox. Guess what? it forgot where you positioned the window last time and opened it back at the top left again.
This is a major PITA for daily use when you have a 1440p screen.

It is not that Windows is all that great - It just has market share AND brand recognition - and for a majority of people it does the job well enough ( I even use it - from time to time )
Android is so ugly that most resellers "skin" it to make it look nicer. Other than that is just ok I guess. ( I've been using it on my phone for years BTW )
