Need Help with Occasional Random Cursor Movement

As of late, my cursor movement will stutter for a little bit or some random distance. I tried switching from the Sidewinder X3 to a used Sidewinder X8, but the issue persisted. I've also tried switching from my mousepad and my desktop surface to no avail. This isn't a major problem until I'm playing something like Team Fortress 2 and I start spinning my medigun in circles because my cursor is going all sorts of places. I'm also not sure if it's specific to the mouse because I don't have another computer that I can test the mouse out with. Does anyone have any ideas?

In case anyone happens to have the same issue and happen upon this thread, I figured out what was wrong for me. It seems as though WhatPulse 2.0.4 is to blame. Once I quit out of that, I didn't have those random issues anymore.

f.lux also makes you skip pixels if you are using that.
