Aite, whats the best thing I could build that is for 1K USD?

AMD or Intel...dont care.

I need:

LCD Monitor
HDD
Case
PSU
CPU
Video Card
Sound card (Or, built in sound)
MOBO
RAM
Heatsink w/ or w/o fan (Withough fan, Ill need a fan)
DVD R/RW CD R/RW/ROM drive

Uhh...if you have to omit things, omit the DVD drive.

Where's Chozart?

Anyways, I'm thinking an E6400/E6600 Build. However it will be hard to find a Heatsink without a fan that is sufficient enough to cool one of those processors. Mabye a Scythe Ninja without a fan would do. Also, what's the primary use for the computer?

Well,im looking for RAW PROCESSING POWER

This person does graphically intensive tasks.

But, its also requires processing power...lots of it.

EDIT: It can have a fan...just as long as it dosnt sound like an airplane

depending on what your customer does s/he might not need a 7900gs. and that will bring the price down. other than maybe some cheaper ram that system look pretty dam good.

good build, but i think you should save up your money for a nice widescreen lcd, you only need like 90 more

Total: $1081 - $47 rebates = $1034

Before anyone jumps on me for going DS3 over S3 on a budget (), it's currently only $5 more.

For the graphics card, I'm not very familiar with midrange performance and thus leaned toward the 1600XT for the traditional ATI image quality. If someone more knowledegable on the subject thinks the 7600GT would be an overall better candidate, it is only $2 more. eVGA GeForce 7600GT 256MB

Because noise seems to be an issue in this case, I suggested the Ninja Plus due to its performance under fanless and low airflow conditions. The case is a cheap generic one that doesn't receive many complaints (as opposed to others in the price range) and should provide just enough room for the Ninja.

And finally, it is advisable that you pick up a tube of Arctic Silver 5 for another $6 if you do not have any.

That pushes it over the budget a bit, but on newegg you can grab Ghost Recon AW for free (w/the 6300) and maybe sell it to bring you back under.
