You didn't mention a very key factor in your build... what type of games does she play?

A phenom II can handle A LOT of games just fine. In fact, my 2500k OCed at 4.7 vs my Phenom II 960T OCed at 4.2 I can tell no difference for most of the games I play (and I play a lot) unless I turn on a frames per second app. If she plays the latest, most demanding games then yes a more powerful cpu will be better but assuming that she plays the typical games that girls play, even a dual core might suffice.

Yes, that will happen when you up the budget by $100. Also, you neglected to include an aftermarket heatsink for overclocking. A stock fx-6300 is meh.
