Build Advice Required, Help Please

I am working on a budget build for my brother and came here to see if you guys think it will do what he needs it to.
The build is:

Old Stuff
A Q8400 C2Q - $0 (an old processor I have) http://www.newegg.com/Product/Product.aspx?Item=N82E16819115057
An Asus P5KPL-CM -$0 (an old mobo I have) http://www.newegg.com/Product/Product.aspx?Item=N82E16813131288
A Hitachi 500Gb HDD - $0 (from an old rig)
4GB Corsair DDR2 - $0 (from and old rig)
a 550 watt P/S (I don't know the brand but it worked back in the day) - $0 (old rig)

New Stuff
A Silverstone PS07 - $80 new
A MSI GTX 650 - $100 new
A Xigmatek Gaia Cooler - $20 on sale
A Sandisk 32gb SSD - $50 New

+$9 Shipping totals to
$259

Before I go ahead and order the parts I wanted to get an opinion on if it would work well for some Low end gaming and recording
Questions:
Should I overclock?
Should I buy a new power supply?
If yes what wattage should I get?

Well for about $10 more you can get into an HD 7770 http://www.newegg.com/Product/Product.aspx?Item=N82E16814161402&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=

Dont worry about getting such a small ssd, you will fill it up very quickly and the fuller it gets, the slower it runs. Alot of people forget this (its either that or im confusing it with mechanical drives, which i dont think i am).

For the case, try this InWin Mana http://us.ncix.com/products/?usaffiliateid=1000031504&sku=65410&vpn=MANA136-BLACK&manufacture=INWIN, its a very solid case.

And I would get a different PSU as a just in case. I would say about 400-500W, anything more is overkill (even 500 is a bit overkill), check my Sig for the good PSU thread.

And yes overclock.

looking at used parts could help. you can get 64gb Sata 2 ssds for that much. 32gb is just too small. I'd honestly say min of 90-128gb

get a haf 912 or nzxt tempest for ~$50 instead.

Do you think that this PSU is Sufficient for my rig or overclocking? (http://www.newegg.com/Product/Product.aspx?Item=N82E16817139049)
Is there anything else that I should be concerned about for this rig? -note that it will be used for recording / gaming.

Yes that power supply will be sufficient to overclock your setup. I think with $70 bucks and some patients, you should be able to find a 1TB hdd instead. I also personally would buy a 6870 over the 7770, get it cheaper used. (XFX double lifetime warranty)
