In my opinion, BC2 (and BC1, but that doesn't count in this forum since it wasn't on PC) was a wild departure from all the previous BF games. It was an arcadey console game version of BF, it was meant to be, and it never pretended not to be. It wasn't really the "BF" game I (and presumably other BF fans) wanted, but that was ok because everyone knew that going into it and it was still enjoyable in it's own way.
BF3 dresses up serious and plays grown up, but it's really just BC2 with a bunch of stuff tacked on to pretend
to be a BF "proper" game. For this reason I still see it more as closer to BC2 than BF2. It has the same engine, same problems, same design decisions and art direction, etc. BF3 might have a couple classic BF2 maps, but that just feels like an afterthought, much like the game itself seems like an afterthought to BC2.
I think BF3 and BC2 are definitely both very arcadey, but the difference being that BC2 actually does the fast-paced infantry combat well, while BF3 is not as good in that regard. BF3 tried to be too many things at once, attempting to satisfy BF2 vets, BC2 fans, and CoD kids at the same time.
BF3 being based on BC2 just doesn't jive too well with me since it doesn't make sense that a game based upon another game would end up with less... In BF3 there's less destructability, no reload cancelling (weapon switching to cancel reload animation early, idk if I had used the right term for it lol), no jumping through windows, etc. There's also changes like higher damage per bullet on almost everything, harder to control recoil, buffed vehicles, a bunch of recon nerfs, and more that discouraged the arcade-y destruction-filled infantry combat that makes BC2 so fun.
I think the part of BC2 that BF3 was based off of was not so much the gameplay, but rather EA/DICE's goal for the game. While people complain about CoD a lot (and for good reason) it's really because of what's happened to the game (or lack of lol) and the culture around it. We all loved CoD 4 when that came out, showing the gameplay (which has stayed very consistent throughout the series) is solid at its core (though very worn out and tired at this point).
EA/DICE want BF to bring over CoD players, which was the goal with BC2 as well, except BF3 is also trying to get BF2 and BC2 players, which I think just stretches it out too much. The goal to get CoD players is very similar for both BC2 and BF3; however, that goal detracts from BF3's gameplay while it doesn't do much to change BC2's gameplay since it's already arcadey and spastic.
