The whole server side/client side hit detection is not really that relevant. BF2 used server side, BF3 used client side... BF3 is a looot better, I personally have not had any trouble... but it goes to show that the problems are more to do with the netcode itself, not where it's located.
The concept of suppression is correct, but it's a hard thing to implement. The concept of the visual distortion is so that they can keep relatively good accuracy. In real life, your aim is affected.. but in a game, you're always using a mouse, so your aim is going to be nigh perfect. To offset using artificial inaccuracy, they have to somehow reduce your ability to aim manually.
Quite how they can improve, i'm not sure... it's a hard thing to emulate.
