RAM Question

I just need to know this. You know how RAM from multiple manufactures have there Clock, right. Well you also know that they run a 1033 MHz at first then you OC it to the Clock it's rated for, right. Well does that rating even mean anything? Cant you get a 1033 MHz Stick and OC it to 1600 MHz instead of paying more for the label to say 1600 MHz on a different Memory Stick? You have to OC the 1600 MHz one to, because it will be 1033 MHz by default. So I'm just trying to understand if it's a warranty thing, or a limit to how high it can OC, or what?

It's the binning process. The lousy chips will go to the cheaper kits while the higher performing chips will go to the high end kits.

Does this in turn effect the OCing ability of the RAM?
