That's true and false. Actually it's more like a cook what your talking about than a dev. I've ran excellent roms from one solid dev. However I do agree there are quite a lot of cooks atleast on the att side. For anyone who doesn't know the difference, a cook is someone whom takes a base rom and applies others tweaks/mods to it. Or mostly uses a program called kitchen where you can easily apply them to a base stock rom. Then devs are the ones who write there own code and know enough to say tweak together some cool stuff from aosp/aokp/cm good example would be paranoid android. If you have an international phone check out Omega rom, he's an awesome dev I used on my S2.

Sometimes when you add Tweaks or Mods you can create bugs. And time for the Dev to find out about it. But yes there are good Solo Dev's that do great jobs at updating there rom.
