Windows 7 won't read fat32 and i cannot format to fat32

Hello all recently my computer has stopped reading Fat32. I have 3 or 4 usb's laying about and an external hard drive for some reason when i plug in either of them a window pops up saying you need to format the the disk. then when i try to format i get the message "windows was unable to complete the format.

so ive tried formatting in devise manager, doing a non quick format, making sure the drivers are up to date, using another program to format.

It works fine if i format to NTF but not FAT32

any help would be greatly appreciated.

hi
use CMD,
first run "chkdsk"
and next "Format volume: /x"
