Need Help with Gigabyte z77x-ud5h

Hey guys, I have a Gigabyte z77x-ud5h motherboard in a HAF 912 case with a Hyper 212 Evo in it. Basically, my problem is that my back case fan (System Fan 3) is always loud and goes non-stop at 1200 rpm. I unplugged the fan to test it and noticed how dramatically quieter it is with it off. I have tried messing with the Bios settings setting the case fans to "Quiet Mode." It has done nothing. Easy Tune 6 has not helped at all either. Also, Speedfan does not seem to be compatible with this. This problem is driving me nuts! Any suggestions you guys can make?

Having similar issue with one of my 3 pin fans on gigabyte board.

Which header is it plugged in to on the MB?

Header 4 is full throttle for 4 pin fans as far as I can tell.
