I have bought many things at a good, discounted price from all sorts of strangers.

I am under the belief (as many have stated before me) that the seller seems to be earnest and honest- the fact that he/she had zero feedback is a bit of Russian roulette in the sense that you will not know how he/she will act when this type of situation occurs. Thankfully for the OP, the seller does seem to be a good egg.

At this point, the OP has two options- try an RMA with MSI or return it to the seller. He has tried all manners of troubleshooting and nothing seems to have worked. I am sad things did not work out as planned.

Well guys I just got reading everyone's response.

Yeah I got screwed over. Intentionally? I doubt it.

I legitimately think the seller just made an honest mistake.

It was the way it was shipped. Came in a box with packing peanuts but the retail box was on top.... and the shipping box was crushed...

He obviously forgot to have "Fragile" or any insurance put on it.

I have sold MANY cards on ebay and never had this problem because I always ship like a pro. -Plenty of shipping room+ peanuts+padding, and I usually almost always pay for insurance and have fragile stamped all over the box. Just is case it backfires on me.

Anyways just got done reading my inbox on ebay. He agreed to refund my my full purchase price plus $20 to cover shipping once I provide a return tracking number. But I know it's going to be a bit more than that to ship. But $20 is better than nothing.

In the end at least I get my money back but Im stuck without a 7970..... now I have to try to find another one at a great deal PREFERABLY NEW. -In the same price range if possible.

OH and SRS everyone saying Ghz edition this Ghz edition that.... man FUUUU that the standard 7970 is BEASTLY enough. this was an standard reference OC edition and with latest drivers it was getting CRAZY FPS in every game..... but just had those cursed artifacts....

So yeah I will settle for a NEW reference 7970 seeing as it will be the best I can do
And it's more than enough for this job.

If you want a reference 7970 you can just flash it to the GHz BIOS easy enough + continue OCing from there.
Or just crank the volts in software, whatever floats your boat.

Glad to hear the return worked out for you, eBay is pretty good with buyer protection so even if the seller is total deadbeat you're covered smile.gif

If the item does not work as stated in the item description, you can open a ticket with eBay to resolve an issue even if the seller has a "No Return Policy." Only do this once you've contacted the seller and tried to ask for a refund. 9 times out of 10, ebay will side with you on an open ticket unless the seller specifically states that the card may have artifacts issues, overhearing, whatever, etc.

When it comes to eBay, its always hard to trust someone who has no feedback.

who buys from someone with no feedback? Dont blame the used parts trade or ebay you asked to get ripped off... the guy had no feedback. Regardless hopefully you were smart enough to use paypal then at least you can appeal the sale and get your money back

The same can be said for buying off Craig's list or a similar websites where you can list your products for sale. Buyers will give sellers the benefit of the doubt. Craig's list is hella shady to me so I never use it.

Before I had any type of positive feedback on eBay, I tried to make most of my purchases on eBay to raise my feedback. After I did 20-30 purchases, I started to sell less valuable items like old video games that I didn't play anymore that can be shipped easily and quickly to raise my seller feedback.

And it's more than enough for this job.

I'm not sure if I'm interpreting it right or not but basically your budget is about 50 dollars short of a retail reference 7970, which made you go with a second hand almost-new card in the first place, right ?

In that case, I highly recommend getting a 7950 from a retailer instead, overclock it to 1Ghz or higher. You'll have saved some money and it'll perform even better than a 7970 (stock or slightly overclocked).
