So i decided to build a budget gaming rig for my room, I mainly will be using this on a 27" led 1920x1080 monitor would like to play some games such as BF3, Sim City, Far Cry 3 on medium to high setting not heavy pc gaming but will game atleast once a week, homework, web surfing , light video, photo editing, and movie download and streaming just want to know if this build will keep up. AND YES I WOULD LIKE TO OVERCLOCK THE CPU TO ATLEAST 4.5 GHZ.

AMD Phenom II x4 955 BE
ASUS M4A88T-M AMD 880G
Cooler Master Hyper 212 EVO Cooler
G.Skill Ripjaws X Series 8 GB DDR3 1600-Memory
Antec 550W 80 PLUS Certified ATX12V Power Supply
EVGA GeForce GTX 650

I already have a ssd and a storage hdd as well as the Operating System.

A 212+ isn't going to cut it for 4.5gHz. For a budget build, what you have sounds pretty good. You might consider using an AMD 7770 instead of a 650, but the performance from either won't be stellar. If you want to hit 4.5gHz, you will need a better cooler, though. Consider the Xigmatek Dark Knight II, and some good fans for it, such as Noctua NF F12s.
