Setting up a Ubuntu/NginX Server, Could use some Help

I'm following this guide for setting up a server.

http://arstechnica.com/gadgets/2012/11/how-to-set-up-a-safe-and-secure-web-server/

However after installing NginX and reaching the end of the second page, I try to access the server to see the NginX web page by typing my IP address into my browers address bar and it keeps timing out. Doesn't say that nothings there, just that it never was able to respond.

Anyone know what I should do next?

First check to see if the service is running, open a console and start top and look for the nginx process
if not
Code:
/etc/init.d/nginx start
Second check firewall and or router, ports open and forwarded correctly

Tried your code line in root and that didn't fix the issue. I'm pretty sure then that it's router settings, but I can't do anything about that because I'm using campus internet and all internet on campus is routed by their system that does not grant user access. Guess I'll have to wait till summer when I get an off-campus apartment.

On the server install lynx and try to access it from the server
install lynx

sudo apt-get install lynx
use lynx

lynx localhost
or

lynx 127.0.0.1

if you see the welcome message then it is your firewall or router
