Yea, a friend of mine who wasn't that good at CoH1 (around lvl 6) has the same issues. The reason is simple: aggressiveness.
CoH is about pushing - like mad. Keep applying pressure. If you see something that's his, and uncontested, try taking it. Even if you're just sending a low-tier unit. It'll show up on his screen as something crazy like "THEY ARE TAKING OUR TERRITORY", and he'll have to shift focus. If you can do this while you're in a fairly large fight, 99% of the time, he won't do anything. Just repeat this for the ENTIRE game, and the ENTIRE map.
Other tricks include pushing near his base. Strategically, it might not make much sense, but morally, it helps a ton. By being 'in his face', even with just a few defensive units (an MG in a building, a squad in cover, etc.), he'll want you away from his base. Use that to basically be a distraction while you take the whole map.
Other tips include not losing units, more micro, not floating resources, etc.

I'm used to playing airborne and being super aggressive.
The problem is the mortars don't die, do massive amounts of damage, are too cheap and it ruins the start game. You can attack a group of 2-3 mortars with tanks and drive right up to them, bombard them with pain and they just sit there and take it and if you use grenadiers it's even worse. And that's what I'm not enjoying about the game. It's the same every match.
Your opponents abuse mortars and you just have to keep charging them constantly or they will walk right through your entire army with them and because of it there is no start game. It's just a rush to get panzers so you can deal with the mortars and then, the Russian's build artillery tanks and field guns. So it just turns into a spam fest of artillery and tanks.
COH had different doctrines with different personalities which changed the way you could play. The current doctrines have no personality and it's the same every match. Mortars and Russian artillery that doesn't stop and you constantly charging it. COH you could play in different ways and always be effective. COH2 you're forced to play a single way or loose because of what you're dealing with and your lack of options.
I haven't lost a match out of the last 7 matches I've played and there are many great things about the game I like but I'm just not having fun at this point. Maybe I'm resisting adapting but I hate it when games force me to do things and play a certain way instead of allow me to be creative.
