Cloud gaming is like 3D gaming, nobody asked for it. Many places don't have a connection capable of streaming such amounts of data. Beside that the latency is hard to overcome, considering every frame has to be rendered on remote hardware. It can't be their goal to deliver an equally good experience through cloud gaming, as their hardware sales would suffer in return.

NVIDIA's business decision is a lot smarter. Local streaming from your GTX 600 series PC to your Project Shield handheld.

okay i don't understand how cloud gaming will ever be really viable, i mean doesn't basically everyone have a bandwith limit on their internet that this will gobble up quite quickly?

Especially if you want the quality to be there at fluid 60fps and 1080p

Just Canada and AUS have to worry about bandwidth caps for the most part. The latency is the real hurdle.
