Yes but doesn't a 7970 get equal or greater performance than a 680?

Yes, a 7970 is generally more powerful, especially when overclocked but it depends on the game. Go with a GTX 670/680 or 7950/7970 and you won't be dissappointed, I recommend the 7970 though.

I'm mostly leaning towards AMD for the 3GB VRAM and lower price, I'd just like to know which to get.

I've been looking through pcpartpicker which basically crowd-sources the popular websites for the best deal. The ones you posted are the lowest I can bother to find, it's looking like the sapphire vapor-x, but the HIS could be a good candidate.
