12 volt rail fluctuation

I've got an 850w power supply that's about 4 years old at this point and on a whim today I decided to stress it to see how it's doing. I ran defragmentation on both HDs simultaneously, cranked my case, CPU, and GPU fans to 100% and played a heavily modded Skyrim for about half an hour which effectively maxed GPU and CPU load. The numbers I got in the end seem a little worrysome. I know most tolerances are about 5% but I don't know if that's for normal use or for the extreme power pull I was testing with.

CPU Core: 1.455v-1.499v set@1.485
+3.3v: 3.322v-3.472v
+5v: 4.838v-4.973v
+12v: 11.279v-11.971v
DIMM: 1.888v-1.920v set@1.9v

Everything looks good except the 12v rail. Seems the low end tolerance is 11.4v and I'm well below that. Is it time for a new PSU or is this normal? I've had no crashing/freezing or other problems yet.

Well, I don't know. Software is notoriously inaccurate for PSU voltage readings. So, your PSU voltages could be absolutely perfect.

It's supposed to stay within ATX spec at all times.

Absolutely. I was merely answering the question of whether or not ATX tolerances are to be maintained even under stress, given accurate measurements.

Well I'm not dedicated enough to get out a voltmeter or whatever and get absolute readings, so I'll just assume it's ok. Lower voltage is probably better than higher if it's going to fail.

It's a software reading, so I doubt that they're even close to being accurate. I don't know for sure, but I am willing to bet that if you're not experiencing any problems then everything is likely still very good.
