Is Flickering RMA-able?

If I get occasionally but pervasive flickering on my video card, only under load, in games like Skyrim and Tomb Raider, say once every 3-5 minutes, but it is noticeable. Is that enough to get a return for?

Also, does that count as artifacting?

Is it only in Skyrim and Tomb Raider? Looking at your sig, looks like it is at stock. Have you tried connecting it to another monitor? Do you have most recent drivers? Have you tried resetting it in the mobo? Have you tried another PCI-E slot in the MOBO?

If it still does that after making sure to try those different things, then I would say that flickering is def not considered normal and should be considered a defect. I would request an RMA at that point.
