Resolution on HDMI is limited by the monitors input port. The other DVI-D issues your were having could be due to a driver issue, I would try older driver versions to see if it was broken with an update or give you a different variation of the issue. I would also try a different DVI-D cord, there may be a bad ground or something that the 7k series needs to connect via DVI-D.

Although, I've had no issues connecting with DVI on my 7950, so it is an odd occurrence.

Could be a driver limitation, a hardware limitation, or a software limitation. The best thing to do to figure out why HDMI never transmits over 1200p when it's capable of 4K bandwith is ask the companies that make them, because accoding to specs of HDMI 1.4a, it's entirely possible.

But who adhears to standards anyways?
