When you're reliant on fabs outside of your control, is where the problem lies.

Moore's Law is somewhat nebulous in what people say it actually describes (complexity vs transistor count vs feature size, etc), but the main takeaway for process technology would be that it describes the rate at which new nodes become commercially viable for mass production. That is to say it describes a rate of commercial maturity, not an absolute limit on feature size. The end of the law would describe the point at which time starts to exceed what the "law" describes between shrinks, not saying anything directly about the smallest node attainable nor about laboratory developments.

While it is certainly possible that we are getting to the point where dieshrink are producing deminishing return in performance, It will continue to reduces per chip production cost.

That article isn't so good, since the transistors themselves are still 20nm.
