Best High Performance/Quietest fans for a Alphacool NexXxoS Monsta Radiator ?

I will be using 2 Alphacool NexXxoS Monsta 480 rads in my STH10 build and i am looking for the best possible fans to use with these radiators.

Features i am looking for -

1.High Quality Construction
2.High Static Pressure
3.Low dBA rating for quiet operation at full load

So far these are the 2 options i have focused on -

Scythe Gentle Typhoon - 1450 RPM,21 DBA

I've used both plus I also used the early versions of the GT 1450 (AP-14). I find that the latest version of the GT 1450 has an annoying whine, some people don't hear the whine, others like me don't like it.

While the PL2s are louder the sound was, to me, more pleasant than the GT 1450 being a smoother noise. However I've had my PL2s since October 2011 and all of them now have developed motor noise at slow speeds to some degree. I've had to replace 3 of them due to excessive 'rattle'. Bearing in mind that these aren't cheap the fact they've deteriorated to this level in 18 months isn't satisfactory and I won't be using Noiseblockers in future builds.

Well i figured with the posted rpm and db rating of both fans they would be close to dead silent at max rpm.

The Noiseblockers are expensive but it looks like you get what you pay for,I will consider your experience with them in my decision though.
